CASTLEMORTON PARISH COUNCIL

Draft Minutes of the Meeting of Castlemorton Parish Council held on
Thursday 5th March 2009 at the Parish Hall, commencing at 7.30 p.m.

2009/68.  Apologies

Apologies were received and accepted from Councillors Downs, Fryman and Lupton.

 

2009/69. Declarations of interest

There were no declarations of interest.

 

2009/70.  Minutes of the Previous Meeting

It was RESOLVED that the draft minutes of the meeting of 8th January 2009 circulated before the meeting were a true record of that meeting and be signed as such by the Chairman.

 

2009/71.  Matters arising

  • Post Boxes – following a piece in the Malvern Gazette in which a spokesman for the Royal Mail stated that the Post Box destroyed by a firework is not to be replaced, it was RESOLVED that the letter prepared by the Clerk objecting to this proposal be sent
  • Phone box at Feathers Pitch – a letter requesting an update on the current situation regarding the removal of the Phone Box had been sent to MHDC.  A reply had been received which included a statement from BT that if no news had been received about the status of the box at present it would not be removed at this stage.

 

 

2009/72.  District and County Councillors Reports

District Councillor

DC David Watkins advised the Council that the open events held by the SWJCS had attracted 2500 people.  However, there is considerable objection to the proposed 1500 new homes to be built outside Malvern.  This may result in more development in Category 1 and 2 villages in the district.

BWB the consultants who have carried out work on behalf of MHDC regarding flooding in the area will be issuing stage 2 of their findings over the coming weeks.

A new collection service for Green waste will begin in April.  This will consist of the provision of a brown, large capacity wheelie bin, which is purely for garden waste.  This is an opt-in service and there will be an annual charge.

A decision regarding the future of curbside collection of refuse will be made in the Autumn.

County Councillor

CC Tom Wells advised the Council that the County Council has received instructions from Central Government to review all speed limits to ensure that they are set within strict criteria.

A good piece of news was reported that the County Council have allocated an additional £4 million for highways drainage and footways.

A discussion ensued regarding the effectiveness of the Highways Department within the County.  Councillor Wells suggested that as the Parish Council appeared to have some very valid points to make they should arrange a one-to-one meeting with John Fraser from the Highways Department to open a dialogue.

Councillor Wells advised that there is a grant available to support Healthy Lifestyles.  He has already written to the local schools advised them and is open for applications from groups and organisations.

c)  A discussion followed regarding the reducing interest levels being achieved from the deposit account held at the Bank of Ireland.  Councillor Bowen expressed concern regarding the safety of holding Council deposits in a bank based in Ireland bearing in mind what has happened to the economy of Iceland.  It was RESOLVED that the money current deposited with the Bank of Ireland would be withdrawn and in the first instance placed in the Lloyds current account and that a suitable British Bank account would be investigated.

 

2009/74. Parish Hall Trust

Plans for the creating of a disabled toilet at the Parish Hall have been prepared and submitted to MHDC for approval.  Initial discussions with suitable builders regarding the work to create the toilet and repair the porch are underway.  A quote has been received for the improvements to the lighting at the Hall and a £500.00 grant has been received from the Castlemorton Commoners Association.  The Electrician is to advise when he can undertake the work – it will be completed over a 2-day period.  The Parish Hall Committee have produced a ‘wish list’ of future improvements that could be made to the Hall.  It was suggested by Councillor Bedford that a new central heating boiler should be added to this list.  All items will be discussed at the next Parish Hall Committee meeting and agreed items submitted to the Parish Council for consideration and allocation of budget.

b) The Parish Council has been advised the Planning Enforcement that there are no grounds to

objecting to the development work at Myrtleberry Cottage.  A response to this letter will

be drafted.

 

2009/76.  Correspondence

A comprehensive list of the Correspondence received was circulated prior to the meeting and hardcopies were available for Councillors to review if necessary.

The next 4C’s meeting will be held on Wednesday 1st April at 7.30 pm.  Councillor Watts asked that the subject of Cattle on the common in extremely wet weather should be raised as an Agenda item.

2008/78.  Next Meeting

It was RESOLVED that the next meeting will be held at 7.30 pm on Thursday 7th May 2009 in the Parish Hall.  This will be the Annual Parish Meeting and the Annual Meeting of the Parish Council

Other dates for the diary in 2009 will be 16th June and 10th September.

 

There being no other business, the meeting closed at 9.15 pm.
